(5) As mentioned in the Item (17) of the list distribution in the Item (1)-(a)
above, I visited Japan Foundation in Manhattan on the next day (December 11,
2007) I received your msg, and inquired the possible funding procedures upon
the suggestion of H.E. Honda, Japanese Ambassador to Finland, whom I met at the
ÒCultural Bridges 2007Ó at the University of Tampere on November 9th. The
people at the Japan Foundation told me that their office handles only the
projects between Japan and the U.S., not the one with Finland.

Namely, the coming age of global economy of innovative knowledge society is to
be made with global collaboration and partnership, which I have been advocating
for the past three decades.
Dear Tapio and Kaisa:
(8) As mentioned in the Item (1)-(a) above, as acquiring the world #1 ranking
in education, vocational training, science, etc., etc. by DAVOS and OECD, etc.,
Finnish now has an honorable duty, mission and task to evangelically spread its
secret know-how and gospel to other countries — after all, Chinese
proverb says ÒAcquiring knowledge is a joy, and sharing knowledge is an
ultimate joy!!Ó <http://preview.tinyurl.com/3d68lz>. This is the so-called ÒNoblesse
ObligeÓ mentioned
above.
Dear Tapio:
Many thanks
for your msg (ATTACHMENT III). I am very delighted to know that you have already
taking the steps of spreading the gospel of Finnish achievements.
I
think that Finland is well positioned to lead the world with the right wisdom,
sound moral and foresight to see the right steps towards future, as moving from
the material wealth towards the more immaterial wealth (*), which everyone is
longing for. I think that Finnish can show the world how would be the way
to the future Society and Economy. They can influence the world to create better
and meaningful Future for themselves and for their children around the world.
Finnish can lead the world society and economy to have new values and new
goals, which will be based on the real needs – physical, mental and
spiritual - of Human beings. In this new society and economy Humanity and
the real Meaning of Life will be put back to their right position as the
leading elements. Human beings will be the masters. Economy,
technology, systems, materiality, competitiveness and productivity etc. will be
returned to their right position – to vehicles of the new value-based
future and goal.
(*)

<http://preview.tinyurl.com/27w2wa>
You
may ask Dr. Ahtisaari and Dr. Tuomioja (both mentioned above) to make this
project as the national project of Finland, as its duty, honor and pride as
attaining the world prominent status. Tapio may also approach to his
friend, the President of Finland, Ms Tarja Halonen.
When the Global University System (GUS) project would become the vehicle to
realize this mission, as Kaisa proposes in the Item (4)-(a), it would become a
good partner to the global e-learning program of the United Nations
University, which has been financed by the government of Norway in
Scandinavia. In contrast to it, the GUS project has been under TapioÕs UNESCO/UNITWIN
Networking Chair Program.
In contrast to FinnishÕs remarkable achievements, Japan is now slipping down on
almost every accounts (e.g., DAVOS, OECD, GDP, ODA, etc., etc.) year after year
(*), and I wish to stop this JapanÕs dwindling down further (**) as having
Japanese learn the know-how of Finnish accomplishments on such high and
esteemed rankings in education and vocational training as mentioned above
— I think that this dwindling-down of Japan may be because of the fact
that Japanese havenÕt realized yet what Kaisa said ÒThe biggest barrier for
new development of Human-Centric Knowledge Society is our Industrial Age
mindset!Ó at the
very last of your following paper;
Kaisa
Kautto-Koivula and Marita Huhtaniemi, Nokia Ventures Organization
"Evolution Towards Human-Centric Knowledge Society. Can Societies Learn
from Global Corporations?"
<http://preview.tinyurl.com/y5ja49>
(*) A British journalist once said that Japan is no longer the ÒSun Rising,Ó
but the ÒSun SettingÓ country. Japanese Minister of Finance recently
admitted at the parliament that Japan is no longer the world leading economic
power.
(**) though I experienced a dismal failure when I tried to promote software
industry in Japan almost two decades ago.
Dear
Kaisa:
BTW, I
conceived the idea of this project when I heard your excellent, inspiring
speech during our workshop at the University of Tampere in August of 1999 <http://www.uta.fi/%7etitava/EGEDL/>, and then invited you to have the above paper
in our following book;
Global Peace Through The Global University System

I would be very much honored and privileged to participate in this
revolutionary paradigm shift project to lead the global economies into
knowledge-, network- and innovation driven economies. In a sense, this
project can be the response to the following banner from the International
Telecommunications Union (ITU);

<http://preview.tinyurl.com/2tojte>
Considering the above, it would
then be most appropriate if you start such missionary action from Japan.
If agreeable, I would then start contemplating the possible conference to
be held in Japan, so that Japanese would be able to learn about the Finnish
know-how achieving such world prominent status.
Incidentally,
about two years ago, Yomiuri Newspaper (one of the largest in Japan) had a
series of articles introducing the K-12 education of Finland for a month or so.
(9) Once you set this project as the Finnish national
project, you may let it work along with the following projects of deploying
ultra high speed (at around 1.3 tera bps) optical fiber networks (*) for the
benefits of sustainable economic development in various developing countries
with the use of advanced Information and Communication Technologies (ICTs),
with the Japanese government;

(c) Optical fiber network along highways across sub-Safari African

countries at the Tokyo International Conference on African Development
(TICAD-IV) in this coming May <http://www.undp.org/ticad2/>.
Similar to the above (9)-(a), we may propose to deploy ultra-high speed optical
fiber networks along with the highway networks.
Dear Heikki MŠenpŠŠ and Dr. Fukui:
(10) This project is, in a sense, the reverse direction to what you introduced
HigashiyamaÕs art to Finnish during your ÒCultural Bridges 2007Ó at the Tampere
Hall. This project would make a good reciprocity to what you did and I
think that the reciprocity is always the essence of social harmony.
I would then hope to have your cooperation to this conference in Japan.
The conference may be held in Tokyo, or Fukuoka, or Nagano, etc.
Pls give me your thoughts.
Dear Mr. Tsurunen:
(11) It has been sometime since I visited you in January of 2004, by the kind
introduction of Tapio Varis.
I would greatly appreciate it if you can also provide us with your kind support
to this project, particularly on the Japanese translations of Finnish books and
the possible conference in Japan in the near future to introduce the high
raking know-how of Finnish education and vocational training to Japanese.
As you are originally Finnish, and now naturalized to Japanese, and as also
being one of the prominent Upper House members of the Democratic Party in the
Japanese Parliament (which party is now the majority of the Upper House), you
would be the most prominent and valuable supporter of this project.

ejemplo, "a seguir aprendiendo" y adaptarse a las tecnolog’as

"The key of the Finn educative success is the formation of the
teaching staff"
In addition to the knowledge, Finland values in the
selection of educational its "social qualification", explains Tapio
Varis, adviser of its Ministry of Education
They call the
educative miracle, but the success of the Finnish
formativo system has defined ingredients affluent. And the main one
is, according to the adviser of the Finn Ministry of Education Tapio
Varis, the preparation that receives their educational ones. "the key
of the educative success in my country is the formation of the
teaching staff, who is of very good quality, specially from the 90,
when the formation happened to the university. In the last 20 years we
have put many resources, mainly in the field of the technologies of
the information and the communication (TIC). Each professor is able to
use technological means minimumly ", explains professor Varis, who
participated yesterday in the original congress of the Spanish
Association of Investigation in Communication, that is celebrated in
the faculty of Sciences gives Communication of Santiago de Compostela.
Another priority factor of the success, adds Varis, is the fairness:
"All the schools are good, are few differences and there is no a
school of deprived elite as it happens in other countries".
The Nordic country takes care of specially the selection of
educational, that does not remain in the evaluation of knowledge.
"the call social qualification is an important aspect in the selection
processes. If you want to distribute art, you must demonstrate an
artistic and creative quality, but also a social and communicative
competition, because the fundamental thing is how you will develop the
educational practice. He is complicated to evaluate, but he is better
to have these criteria to avoid that it gets to give to classes
inadequate people ", says.
For that reason - the positive attitude continues the professor is in
himself a quality fundamental to harness in the educational formation.
A favorable attitude, for example, "to continue learning" and to
adapt
to the changing technologies, that in years could get to a great
extent to replace text books by a laptop for each student. "the books
already are free, why not to provide a portable one to them during the
years in the school so that they use it for everything? He is
something that has been experienced in a locality and that now studies
to extend. It does not mean that the book disappears, but is fields in
which it remains obsolete, because the multimedia allows an access to
the most imaginative and dimensional information ", concludes.
