I appreciate that you cited my two papers.  I agree with you that;

ÒTo achieve sustainable development of the world society we need a wisdom based society instead of just a knowledge based society. A wisdom society is one that is based on intellectual evolution mechanisms and popular access to information concerning the future consequences of current human activity. A wisdom society will use this information and high technology in eco-humanistic way - for the common good of humanity, including taking good care of the human habitat.

To get access to the knowledge necessary for implementing the Òthree pillarsÓ sustainable development vision, a large-scale international science-technology and social operation is necessary for shaping an appropriate world information infrastructure. A commonly accessible, net and GRID, continuously under development, Worldwide Sustainable Development Information System (WSDIS
), with System Dynamics analysis capability, ought to be built with help of United Nations as follow-up to WSIS.

This information system - built step by step - together with popular wisdom education, will radically enlarge the range of far-sightedness/long-sightedness, flexibility and reserves creativity of the world society. It makes it possible to change egoistic axiology into ego altruistic – eco-humanistic - one.Ó

This project will have two-tier system:

a. One for training young would-be decision makers in crisis management, conflict resolution, and negotiation techniques basing on "facts and figures" and
b. The other for helping decision makers construct a globally distributed decision-support system for positive sum/win-win alternatives to conflict and war.


Should you wish to join in this GSEEED project, pls provide me with;

Dear Norbert,

Not only my problem I such as beneath. :

We humankind are currently living in quite new life-state, in the State of
Change/Flux and Risk (SCR). This new state arouse mainly as a result of
science-technology progress. The changes in environment (in large sense) are
pacing so rapidly that only feedback control principle social relations are
obsolete. We need to add into world social relations feedforward control
mechanism. It means necessity to base politics on pre-emptive development
principle. Because future is not fully predictable, therefore such politics
will be connected with big risk of political faults.

Therefore for life in SCR we inter alia need;

  1.. World integrated forecasting system (continuously up-graded),
including global (and local) dynamic monitoring (of future effects of
policy) - (GSEEED).
  2.. World science system that allow to deliver efficiently to above
information system not only existing yet (individually used) knowledge, but
also new knowledge about rapidly changing reality (GUS).
  3.. Education system that shape popular wisdom (GUS).
  4.. Flexible automation that allow for rapidly respond on challenges
cognized to late.
  5.. Eco-humanism (egoaltruistic) ethics, instead of egoistic ethics (inter
alia basic condition of access to information that is necessary for life in
SCR).
  6.. Sustainable development economy, that will eco-humanisticly stimulate
cognize and innovative creative activity, that is in SCR essential for
elimination the main crisis generating factor - rapid obsoleting (moral
destruction) of life-forms not fitted to the new life conditions.
Therefore a commonly accessible, net and GRID, continuously under
development, WORLDWIDE SUSTAINABLE DEVELOPMENT INFORMATION SYSTEM (with
System Dynamics analysis capability) ought to be built with help of UN.

In EU I propose to transform EUROSTAT into European Office for Statistic and
Dynamic Monitoring. I propose also to build China - EU INFORMATION CENTER
for Sustainable Development Strategy and  Global Dynamic Monitoring.

  Do you approve above conclusions? Could you help in their realization?

Dear Tak,

As I know, we have not Polish national socio-economic System Dynamics
simulation model, Such model was built several years ago in IBS PAN - in
Dynamo yet - but it is not continued.

I try to get to like Polish politics to create Poland Sustainable
Development Strategy Center and Government Dynamic Monitoring Center based
on System Dynamics. (I try to get contact with Ralph in these matters.)

I justify necessity of basing sustainable development policy on simulation
methods in my last edited book: |VISION OF A SUSTAINABLE DEVELOPMENT
SOCIETY - THE FUTURE OF THE WORLD FROM THE CYBERNETICIST PERSPECTIVE" (You
have written below about this book).

Dear Prof Utsumi,

      The BSI and CEENet are really interested in supporting your
activities, which potentially may have a synergy with our Black Sea
Interconnection Initiative. We will be eager to receive from you the
template of the Letter of Support, which you requested. I will present
it to the Board for consideration.

       In the context of GUS, let me mention that we run several
e-learning projects in EEurope. Recently we start EC project called
EJUMP, which you probably heard during your recent stay in Estonia (I
am sure you met Dr Anne Villems or Dr Mart Laanpere) there.  I am also
a vice-president of the Central and Eastern European Virtual
University, based in Kiev - it is unfortunately rather idle, but with
a couple of good ideas can be re-started (it is formally registered in
Ukraine).

Dear Mr. Utsumi,

I would like to take the liberty to take up contact with you according to a
suggestion of Prof. Umpleby whom I met at the IIASA 35th Anniversary
Conference last week.

Since some years I have developed a negotiation game callled "Surfing Global
Change" (SGC) that was among others also published in "Simulation & Gaming".
Along ist five levels students engage in a series of web-supported social
interaction leading to the creation of a sustainable consensus for a complex
interdisciplinary issue. A brief bilingual leaflet is attached, als a
literature list. SGC recently reached the final round of the highest
rewarded European prize on media didactics "Medidaprix".

Possibly there could be some future co-operation in this area.

Secondly I would like to mention that at Graz University we are currently
building up a new master curriculum entitled "Global Studies" (GS) on the
existing bundle of facultative courses. Both endeavours are motivated by
development aid and policy and include NGOs as stakeholders. GS is
essentially interdisciplinary and interfacultative and incorporates all
faculties at Graz University (where I give regular lectures, Graz is the 2nd
largest Austrian university city). A link (in German language) is

From the side of the "Global Studies Steering Committee" we are continuously
interested to build up additional contacts with similar centers at other
universities. One option would be to create a "Joint Degree", which is a
cooperative curriculum based in several universities - so far it is already
common here, however, in the EU area.

Possibly there will emerge bridgeheads for co-operation in the future.
