(3) As you see in ATTACHMENT II, Linda (one of our e-healthcare/telemedicine
colleagues) attended the American Telemedicine Association (ATA) conference in
Las Vegas last September, and made good contacts with many important people,
including the US ArmyÕs Telemedicine and Advanced Technology Research Center (TATRC).
You may consider to have her help when your GUS/Romania is established.
(4) Referring to our previous conversations, I look forward to receiving the
draft of your concept paper for establishing GUS/Romania for
e-healthcare/telemedicine projects for which you made two weeks field trip to
Romania last September.

The
ÒGlobal Forum on Telemedicine: Connecting the World Through PartnershipsÓ, represents a first of itsÕ kind Forum bringing
together non-government relief agencies and organizations with the resources
and expertise represented by the American Telemedicine Association (ATA)
members. The conference is supported in partnership with the Telemedicine
and Advanced Technology Research Center (TATRC) and is an excellent opportunity
to start the discussions and build the relationships that are needed to serve
the many organizations doing an extraordinary job in medical relief in
developing nations. Telemedicine will assist these organizations to further
their respective medical missions in bringing aide to areas of the world in
need.
The goal of the meeting is to provide relief agencies not currently using
Telemedicine technologies, and international Telemedicine programs, a forum to
exchange information and dialogue with the goal of building partnerships.
Relief organizations will have the
opportunity to communicate their needs in the area of medical care and to learn
more about how telemedicine can meet some of those needs, extend their reach
and provide connectivity to resources. Too often these busy organizations are
unaware of what is possible and lack the connections to those who have
expertise in assisting them.
Sessions will focus on Non-Governmental
Organizations (NGOÕs) and others who serve in areas of distress including
developing nations and world disaster sites. Various outreach models and
sustained initiatives in partnerships with government agencies and independent
efforts will be presented.
Panel Descriptions:
Panel 1: Component Framework: The NGO perspective: Understanding the
mission, challenges and opportunities for international outreach.
Presentations by relief organizations
who use Telemedicine and who do not. The purpose is to identify the needs of
NGOÕs in executing their mission to deliver medical care and identify where
current Telemedicine technologies and applications can expand and assist
mission goals.
Panel 2: Financial Sustainability: Funding, financial models, reimbursement,
and grants.
Funding Opportunities and Challenges in International Outreach. Discussion of
sources of financing for projects in developing nations: understanding the
needs, concerns and opportunities of foundations, international development
agencies, venture capitalists, and industry.
Panel 3: Governmental/Military Perspectives: Challenges and Opportunities
for humanitarian missions
Review of government programs that
facilitate international relief and identify opportunities for the NGO
community to work with government organizations and leverage the knowledge and
expertise represented by these organizations.
Panel 4: Co-creation Environment: International Telemedicine Outreach
Program: Current and emerging opportunities for Development and Partnership.
Panel presentations will explore and present opportunities for NGOÕs to work
with current efforts and develop partnerships and support.

Round Table Sessions: Framework for International Telemedicine Outreach
Paper presentation on international
Telemedicine programs followed by discussion, identify critical factors
of program success, identify needs in the NGO community, explore possibilities
to leverage Telemedicine technologies (getting started, identifying need,
technology, connectivity, business model resource information needed by
participants, lessons learned, sociological interactions aka politics, getting
buy-in).

Dear Maurice,
I've spoken with Dr. Takeshi Utsumi, GUS, so he is expecting this
communication.
It was wonderful to connect with you at the ATA conference in Las Vegas. Did
you see the Bellagio fountains?? They were like dancers, I was transfixed!! If
not, your next visit to Las Vegas you must see them.

After our last chat, Dr. Hon Pak asked me to give him a briefing and then he
gave me my "marching orders" which included my cooperation with three
people for project and proposal writing: Ron Merrell, you and Chuck Doarn. I've
added Dr. Fred Pearce (Alaska)to this core group.
I've re-drafted a little overview--only for discussion--which I'm attaching to
this email. Also, on suggestion of Robert Mayes I've made contact with I-Tech,
here in Seattle, and also PATH (tomorrow with PATH director in Johannesburg)in
relation to the ATA proposal which might be elgible for remaining PEPFAR funds
including cooperation with you for HIV/AIDS maternal-child transmission
prevention in Northern Natal and Eastern Cape.
I've also called my dear mentor and colleague, Dr. Takeshi Utsumi of GUS and
assure you that he is very interested in exploration of a prototype GUS South
Africa with MAMASnet (and ATA et al) as entry point for our collaboration.
On a personal note, it would be a dream come true (for me) to circle back to
Northern Natal and Mosvold Hospital, also Greys College of Midwifery which so
long ago set the stage for much of my life's work. The colleagues at Mosvold
which I remember best are Josophine Mngomozulu and Precious Treasure Mamba (who
I recently heard was in Chicago). The director of nursing who I worked under
(during Mosvold mission days) was June Salstrom who some staff may remember.
She is now in the US and I spoke with her a couple of years ago.
Back to ATA and next steps:
Dr. Hon Pak has asked that we cooperate on a top level description and proposal
which will go to TATRC, Gates and some others. As I noted, I will be in touch
with PATH, JBurg and look forward to next communication with you.
I will also be back in touch with Richard Haines, Nelson Mandela Metropolitan
University by phone and then by email in regard to the economic strategies of
health infrastructure and (perhaps?) cooperation between his universitym, your
own and this ATA constellation of universities, TATRC, NASA, industry
partners..?
and GUS
Also, and clearly critical, is the forging of relationship between your own
university and GUS for South Africa for e-health and e-learning. Dr. Utsumi has
been relentless in his vision and work and finally is achieving a critical mass
for connecting far flung collaborators around a plan and access to resources.
All for now, time to sleep so hope this is clear and offers beginning for
dialogue. I was delighted to meet you.
