Kazakhstan.

As said in them, we propose the Black Sea Ring <http://preview.tinyurl.com/2stu23>,
which will connect peripheral countries with optical fiber lines;

III. Possible
broadband Internet with optical fiber network around Central Asian countries as
the extension of Black Sea Ring:
(5) Recently, I come cross to the following web information;
$18 Billion Plan to Build New 'Silk
Roads' through Central Asia

As it says, this project is to construct a modern-day equivalent of the ancient
Silk Road as connecting 8 countries in the Central Asia.
(6) I am considering to write a letter to Mr. Haruhiko Kuroda, President of the
Asian Development Bank (*), as suggesting to include;
(a) Capacity development in those countries, with
(b) Deployment of optical fiber network for broadband Internet.
These are missing in this project, though this would be the excellent
opportunity to deploy such optical fiber network. Broadband Internet is a
vital necessity — not only for the old industrial age development, but
more so for the human capacity development in the new knowledge economy age.
(*) BTW, Mr. Takeshi Watanabe, the first president of
Asian Development Bank, was one of my mentors almost 35 years ago.
