Viviane Reding was the Commissioner of European Commission, which may be
equivalent to the Minister of Education. I understand that she is now the
vice prime minister of the European Union.

As the Item (14) of this distribution mentioned, we are working to form
GUS/Turkey so that students in Ankara, Turkey would be able to take courses
from the University of Tampere and Helsinki University of Technology, etc.
For this, those universities in Finland would help TOBB Economic and
Technology University (ETU) in Ankara, Turkey obtaining funds from the European
Commission — BTW, Polytechnic University in Brooklyn may join in this
GUS/Turkey project as offering their courses from Brooklyn, also. Polytechnic
may also help them to get fund from the European Commission.
Subsequently, we may be able to help GUS/Romania to get funds from the EC, in
the similar fashion as for our Turkish colleagues.

speed optical fiber submarine cable around the peripheries of the Black See,

and cooperation when this Black Sea Ring will be enacted by the consortium
around the periphery countries, because of your hard track record of successful
deployment of the GLORIAD.

You may
consider to include the effect of this Black Sea Ring for the regional
development in your modeling of the GSEEED project. Do you know anyone
who may be interested in this project in your Turkey?
Dear Tapio:
While you are
now at the Taganrog State University of Radio Engineering nearby Rostov-on-Don
of Russia, pls inquire their interest in (a) the creation of
GUS/Russia/Taganrog (or Rostov-on-Don), (b) joining in GSEEED project, and (c)
the possibility of Black Sea Ring consortium. You may discuss these
matters with Dr. Karina Avetisova, Vice Rector for Educational Affairs of the
university.

As said in it, the unit cost of laying the submarine cable is about
US$37,000/mile. Assuming the total length of this Black Sea Ring is about
3,000 mile, the total cost would be about US$110 million.
If the peripheral countries around the Black Sea can form a consortium for this
ring, they may be able to raise such amount from the European Union or with the
Japanese Official Development Assistance (ODA) fund (*). The Japanese
cable boat would be available for this job after it will finish a similar job
between Japan and Siberia by March of the next year, as mentioned in the list
distribution of the Item (3) above.
(*) As mentioned in the following list distribution, the
World Bank has allocated US$165 million to lay a similar submarine optical
fiber cable around the eastern sea shores of Africa;

institutional/government officials connector. I will propose/raise a
stipend for part-time initiatiing Secretariat staff associate role for S. Sava
-- with your review and consent; that is, as contact pont and liaison with
University, Medical College/Hospitals responsible, faculties, and government
public health officials. This might be for your suggested four month or
so period until a Site Visit by you (and others) can be arranged--indeed with
S. Sava's able assistance, guidance, hosting, arranging, translating...
Dean Mihalache suggests whomever GUS connections with/as officials in European
Union being in immediate contact will be particularly useful, particularly for
maximum, most immeiately responsive, approving, and participating Romanian
government leadership, healthcare and general.

Hi Tak, I'm not sure what happened but glad it's working.
I'm in China at moment until september 5 (and then in
Korea, Moscow, Prague until September 19) but should
be in pretty good email reach throughout trip - just a bit
slower than usual sometimes.
I'd sure like to talk with you one of these days about our
plans for extending access to GLORIAD to underserved
regions and things we might be able to do with you in
this regard. After all these many years of correspondence,
I'll be glad if we can do some work together.
