Thank you for the mail and Happy new Year. I am pleased to imform you that, the Ministry of Health Kenya Has given me New responsibilities and I am now the Head ,of Continiung Professional Development Program and Ehealth Division. This is totally a new division.
  
I will assume duty towards the end od February. I need to develop national e-HEALTH  policy and strategic plan. I also need to conduct e-readiness assessment. However, this division does not have even resource allocation.
  
I know that you are one of the CPD & e-HEALTH GURUS in the world. Is there any assistance you can offer me to start this Division? If there can be resources, I can even invite you to Kenya to hold discussion and help me start this process.

As said in Item (5) of this distribution, Japan International Corporation Agency (JICA) in Addis Ababa, Ethiopia is willing to financially support GUS/Ethiopia if it would be under the Multimedia Broadband Internet (MBI) project of the Ethiopian Ministry of Education.

Since this MBI is an extension of your optical fiber net mentioned in Item (10) above, if you can form GUS/Kenya and obtain endorsement letters from the Kenyan Ministries of Education and of Health, and of Telecom (I have a friend there as mentioned in the above list), I think you can get some fund from the JICA.

I have just joined the Dept of Medical Physiology at the University of Nairobi.  Prof. Nilesh Patel gave me your contacts together with several documents pertaining to the GUS. I can only describe GUS as an exciting opportunity for Kenya. I am willing to help move things forward from this end.
 
By way of introduction: I am a cardiovascular physician with a strong interest in medical informatics. For the last 15 years I have been involved in a number of pioneering health ICT projects in the region (as a manager or advisor). Recently I participated in the Africa E-learning conference in Nairobi http://www.elearning-africa.com/. Following this conference, the ministries of health and education in Kenya are fully sensitized to the potential of ICTs in service delivery. That is why GUS is a great opportunity for us.

Welcome to our group. Your background seems very interesting and I like your enthusiasm for the topics and the project. I hope to continue these discussions with you as we get the plans ready and the budget. If you need direction on any of the items you can contact me first and if I can not help, then you can reach Dr. Tak Utsumi. I know that Nilesh has been diligent in keeping all the e-mails and files so you should have something to start by. Nilesh is still a good resource person and if his time and interests permits we can engage him. I will let you start by telling us the medical situation you are going to study for this grant. I do have access to a Malaria project in Mbita that is supported by ICIPE. If that helps let me know. Meanwhile you should also read the other projects that were submitted so that we can use them as a template. Good Luck.
