BTW, I am expecting to meet and discuss with our Siberian colleagues on the further development of their GUS/Siberia at this conference in Cairo.

(4) Should you be interested in creating GUS/Kazakhstan/Almaty, our first step is to perform my fact-finding and assessment trip to Almaty as visiting, say, a half dozen or so of higher educational and healthcare institutions which might be interested in forming it — see the Section IX-A of this paper.

As said in it, President Hultin of the Polytechnic University is a friend of President Clinton and was a classmate at the Yale University Law School, and the former Under Secretary of the US Navy.  As said in it, he conducted several war gaming for terrorists attack, and thereby, is very much interested in this peace gaming project, which term I coined almost three decades ago.

(6) My intention is to add some of courses on inter-cultural studies, conflict resolution, and international relations, etc., along with this project in the near future which courses will be taken by students around the world via broadband Internet, and then, as an engineer, I also would like to expand this globally collaborative scheme to have hands-on, constructivist experiential learning with virtual reality/laboratories to devise environment where youngsters around the world foster their mutual friendships and comradeship for attaining global peace.

The main purpose of this project is to make a policy analysis of a gas-pipe line deployment through the Altai Region to China for energy security — we are also proposing to deploy a broadband Internet optical fiber line along this pipe line to extend the existing GLORIAD <http://preview.tinyurl.com/33yl57> <http://www.gloriad.org/>, which was initiated by my close friend, Dr. Greg Cole almost a decade ago.

My idea mentioned to Stuart is to extend it to your Almaty along the railroad from Novosibirsk to Almaty, -- as Bangladesh people has already done so in their country.

(7) We received a fund from the US Agency for International Development (USAID) through Eurasia Foundation to conduct our Fact-finding and Assessment trip to Siberia last fall — which produced our reports mentioned in Item (2) above.

We visited the New Eurasia Foundation in Moscow to learn that their president is very much interested in our GUS project, particularly on the GSEEED project — he often visits Almaty, too.

As said in Section X of the paper in the Item (3) above, we plan to obtain the Japanese government’s Official Development Assistance (ODA) fund.

Since the Japanese government brought a mission team of about 150 industrialists to your country a few months ago to secure uranium for nuclear power plants in Japan, the Japanese government may be interested in our projects, including the deployment of optical fiber line from Novosibirsk to Almaty.

(8) Should you wish to proceed further, pls condense our paper of Item (3) above into, say, 4 to 5 pages, as your concept paper — pls emphasize the importance of e-healthcare/telemedicine, as incorporating some phrases from Item (2)-(b) above — this is because our Japanese acquaintance (a former Minister of Foreign Affairs) is keenly interested in supporting telemedicine because of his background as a medical doctor, and a chairman (or vice chairman) of Russia/Japan Telemedicine Association (or such name).

Pls send me your draft of the concept paper so that we can work on it together.

After you approve it (and its budget), we may submit it to the Eurasia Foundation in Washington, DC (or New Eurasia Foundation in Moscow) so that we can perform our first step as soon as possible.
