(2) I am very delighted to know your strong interest in our Global University System (GUS) project.

Tapio Varis, the Acting President of our GUS, just came back from South Africa where he was responsible for a Finnish higher education evaluation team & cooperation with South Africa (Prof. Heikki Hallantie was one delegate, too).

When I met Prof. Hallantie in Ankara, Turkey last October, he told me that he was receiving a group of delegates from about a dozen universities in South Africa, and he would introduce them our GUS for their possible creation of GUS/South Africa — though I havenÕt heard about their activities since then yet.

The essence is for your higher educational and healthcare institutions to form a consortium so that high cost of optical fiber broadband Internet line to outside world would be shared for drastic cost reduction.  I think that this would go along with Prof. MarsÕ contention that Òthere should be as much collaboration between projects in Africa as possible.Ó  Such consortium would also absolutely be necessary to get the Japanese governmentÕs Official Development Assistance (ODA) fund <Financing copy.pdf> <http://tinyurl.com/23elmm> — average about US$ 25 to 50 million/country/year.

BTW, I have been requested from the IDRC of Canada to get a US$ 1 million donation from the Japanese government to the Association of African Universities (AAU) so that members of higher educational institutions consortium [National Education and Research Network (NREN)] in various African countries (which the AAU is now organizing) would get discounted price to access EASSY optical fiber submarine line along the eastern African coast.

Japanese government is now doubling their aids to African countries.  They will also inaugurate Noguchi Prize next year, which would be equivalent to Nobel Prize with US$ 1.5 million for those people who contributed to the advancement of medicine and healthcare in Africa.  As you may know, Noguchi, a Japanese, was killed by yellow fever in Ghana while he was working on its vaccine.
