synergy between your projects and ours, and can work together for the
betterment of humankind. As reading through your web pages, I recalled
the following which was quoted from one of materials UNESCO distributed at the
World Summit on Information Society (WSIS) in Tunis, Tunisia in November, 2005;
Knowledge is
recognized as a main driving force for socio-economic development.
Education — and higher education in particular — play an
important role in the generation, dissemination and application of knowledge,
and for building the technical and professional capacity of nations.
Higher educationÕs instrumental role in the construction of knowledge
societies has been confirmed by UNESCO, the World Bank, UNDP and numerous other
international and regional organizations.
UNESCO is one of the organizations that give high priority to the construction
of information and knowledge societies, and to bridging the knowledge and
digital gap that exists between developed and developing countries. Mr.
Koichiro Matsuura, Director-General of UNESCO, has said Òif the world
communityÕs special concern is to overcome the digital divide in order to build
knowledge societies, then this is precisely what UNESCO is all about.Ó He
further added that Òone of our core missions is to promote the free exchange of
ideas and knowledge; to maintain, increase and disseminate knowledge through
our work in education, the sciences, culture and communication.Ó
This indicates that we can expect the leading role of UNESCO for the
construction of Knowledge Society in the 21st century.

Broadband Internet is becoming mandatory for closing digital divide, which
means more emphasis on the importance of CONTENT which is to be conveyed
through the Internet. Your ITUÕs roles seems getting closer to the
UNESCOÕs.
After I met Mr. Matsuura at the WSIS, I exchanged several correspondences with
him.

Professor Utsumi,
I am just back from US and trying to catch up. It was my pleasure to meet you
in New York at Columbia University two weeks ago. One more time I would like to
thank you very much for help with arrangements for the presentation.
Unfortunately because of commitments we did not have time to meet but I would be
glad if it was possible to visit you by my next stay in NYC which should be
probably in 2 months time. The presentation session was very interesting and I
enjoyed it very much. In particular interaction with the students is always
very helpful.
In regard to our conversation on the ICT applications and activities undertaken
via GUS on e-science, e-health etc I would like to hereby draw your attention

Telecommunications continues to be an
exciting field. In these 45 years since I graduated in Chile,
telecommunications has evolved from being perceived as a luxury consumption
good to widespread recognition as the essential infrastructure of the
information economy.
