Dear Alexander and Linda:

(1) I wholeheartedly congratulate your excellent project proposal of your e-healthcare/telemedicine project of our GUS/Siberia;

"Improvement of Community, Maternal and Child Healthcare in Altai Region, Siberia, Russia" <http://tinyurl.com/2tt488>.

This is an enhancement of your following two projects, which were mentioned in Section IV-3 of the narrative text and Annexes 3 and 4 of;

"Report on Fact-Finding and Assessment Trip to Create Global University System/Altai Mir" <http://tinyurl.com/3chpda>

(2) As your next step, you may apply fund to the European Commission — see;

Dear Esther:

(5) Many thanks again for your msg (ATTACHMENT I).

I hope you had wonderful time in Japan for several month last year while taking courses on Medical Information Management System.

My wholehearted congratulations to your new position.  Your project sounds very interesting, indeed.

We would be very delighted if we can be of any help to the construction of Kenya national policy on e-healthcare and Continuing Professional Development (CPD).

(6) Pls visit my last list distribution mentioned in the Item (3) above.

Pls also visit the following;

Nigerian National Policy for Information Technology (IT) by NITD
<http://tinyurl.com/27g4g3>

You may be interested in its ÒHealthÓ section, though this is in general covering every aspect of issues.

(7) The construction of the national policy would require high-caliber professionals, and then the enactment of the policy would also require large fund.

Subsequently, I would suggest that you may follow the similar steps to create Global University System (GUS) in various developing countries, with;

(a) Fact-finding trip by me and others,
(b) Workshop in Kenya to form a consortium of higher education and healthcare institutions, and to construct a project proposal by its attendees, which would be submitted to the Japan Embassy in Nairobi for the Japanese Official Development Assistance (ODA) fund.

For these activities, you may construct a fund requesting document to the European Commission.  Pls let me know if we can be of any help on this matter.  In my last msg, I sent you our fund raising materials of other projects for your reference.

(8) Joanne Kumekawa may be interested in your project, since she was once the Director of Policy Development at the Office for the Advancement of Telehealth of the Health Resources and Services Administration, the U.S. Department of Health & Human Services <http://telehealth.hrsa.gov>.  I am taking the liberty of attaching her brief resume < http://tinyurl.com/27x77h> for your reference.

Dear Joanne:

How are you in these days? — hope everything is going well and fine with you.

Dear Salah:

You were the director of telemedicine at WHO once before, so that you may also be interested in this project in Kenya.

Dear Rosario:

(9) Many thanks for your msg (ATTACHMENT II), in response to my following previous list distribution;

(02/10/07) "Public Forum" Project of Novosibirsk State University of Economics and Management
http://tinyurl.com/2hffym

I am very glad to receive your msg, -- it has been a long time since my wife, Hisae, and I were invited to your school in 2002.

Should you wish to rekindle your project of creating GUS/Cuba, pls let me know.

According to ANNEX 1 of Work Programme 2007-08 <http://tinyurl.com/39ur3x>, Cuba is eligible for the European CommissionÕs fund.

At that time when we visited, you also indicated me of your strong interest in our peace gaming.  You may join in it if you have a Cuba socio-economic simulation model (preferably in System Dynamic methodology) -- see ANNEX 7 of the report mentioned in the Item (1) above.

Pls convey my best personal regards to Rector Gonzalez and Prof. Garcell.

Best, Tak
