(4) In the left column of Page 89 of the Item (2)-(b) above, you can find the
following;
ÒThe
NEPAD e-Africa Commission launched the NEPAD e-Schools Initiative to implement
ICT facilities in 120 Schools in 20 countries over a ten-year period, with the
secondary schools component being completed in the first five years.
Implementation will start in Algeria, Benin, Burkina Faso, Cameroon, Republic
of Congo, Egypt, Ethiopia, Gabon, Ghana, Kenya, Lesotho, Mali, Mauritius,
Mozambique, Nigeria, Rwanda, Senegal, South Africa and Uganda. The
establishment of NEPAD e-Schools Satellite Network is also planned. Under the
auspices of the NEPAD e-Africa Commission, this multi-sector partnership
include national governments, private sector consortia (such as HP, Microsoft,
Oracle, Cisco, and AMD) and development partners from the international organizations
(such as AfDB, COL, CSIR, InfoDev, ITU, UNDP, WHO). Other programmes in Africa
seek to bridge the gender divide (see Box 5.7).Ó
Mano River Union (Sierra Leone, Guinea, Liberia and Cote d'ivoire) are not
included.

ÒBroadband
for Schools is a nationwide programme of the Government of Turkey and Turk
Telekom, that promotes modern and adapted infrastructure, such as broadband,
for educational purposes. It was agreed to provide ADSL connection at 512
kbit/s to the 42Õ500 schools primary and secondary schools (or 90 per cent of
the students) in the country by 2006.Ó
BTW, the universities in Nigeria are paying US$5,000/month
for this speed via VSAT!!

In response to;
[gu-new] (04/21/06) John Eger's new essay "We Need a National
Infrastructure Initiative."
Dear Mr Utsumi, Dear Mr Eger,
Thank you very much for this very good article. In coming weeks we should have
the new publication taking a look at the Digital Opportunity Index, forward
looking index taking into account not only the broadband penetration (fixed and
mobile) but also prices and other indicators. I will send you some material on
this soon.
Moreover I would like to draw your attention to the ongoing discussion on
future regulatory paradigm for Next Generation Networks. We have just completed
very interesting workshop triggering the debate on the global level. The title
of the workshop was What rules for IP-enabled NGNs? Just in 20 days we are
going to launch in Vietnam (http://www.itu.int/ITU-T/worksem/ngn/200605)
official report from this meeting (I will send you a copy as soon as
available). The change of the regulatory paradigm is unavoidable and it is
important to prepare the regulators and policy makers as soon as possible for
possible changes. From the institutional point of view it is very interesting
to observe that the debate has very multi-stakeholder character. As you will
see at the workshop page some countries started the discussion process. More

If you have any suggestions what I might add on US or other countries I would
be very grateful. I am very deeply involved on work on this subject at the
moment. I hope to get some better understanding on American discussion/position
during my research stay at the Annenberg Institute (USC) this summer.
