As mentioned in them, my wife, Hisae, and I were invited to the conference at the TOBB Economics and Technology University on October 19th, along with Prof. and Mrs. Tapio Varis and Prof. Hallantie.

Dear Prof. Saritas, Prof. Yazici and Mr. Cakir:

We thank you again for your kind and generous invitation and hospitality given to us.  After the conference, we really enjoyed our sight-seeing in Cappadocia and wonderful museums of archeology in Ankara and tremendous mosques (including Blue Mosque) in Istanbul.

(2) Pls also retrieve the following web site;

Yazici, A., "Schedules of Workshop on Global University System & E-Learning and Summary Session"

At the end of this page, you can find an excellent session summary of this conference made by Prof. Yazici.

I also added the slide presentations in pdf format so that you can learn very strong activities of e-learning in every levels of elementary, secondary and tertiary education in Turkey.

Dear Ali:

Sorry I could not get the slides of the following person;

Dear Mr ULTAV:

Sorry I did not include your slides since I havenŐt received your 40 MB ppt file by an airmail yet.  When I receive it later, I will include it, too.

(3) The Union of Chambers of Industry and Commerce of Turkey (TOBB with 750,000 members all over Turkey, the biggest NGO) has established the "TOBB Economics and Technology University" <http://tinyurl.com/yxh6fh> two years ago in Ankara.  I was very much impressed to find out that the university has very beautiful, modern and efficient campus buildings.  The university has a unique cooperative education and career development program of sending students to industry, say, for a semester or so, to work as intern, yet earning money as well as course credits.

(4) In my previous list distribution (Item (1)-(c) above), I mentioned that Turkey has 622 MB broadband Internet connection to the GEANT2 — which is one step ahead of GLORIAD at 155 MB now <http://www.gloriad.org/> for GUS/Siberia.

GEANT2
http://www.friends-partners.org/GLOSAS/Global_University/Global%20University%20System/List%20Distributions/2006/MTI1774_10-12-06/GEANT2%20copy.pdf

I am sorry I could not find out if the TOBB university has a connection to it.

Dear Ali:

Pls let me know about this, and what is the speed (bandwidth) of Internet trunk line from your university to outside world.  This info is for my reference in case when we would organize a large scale videoconferencing through broadband Internet around the world.

(5) What was surprised me a lot was, as soon as I turn on my laptop in a hotel room, all of my accumulated email msgs were downloaded from Columbia University via WiFi wireless connection to some nearby base, as if I were in my home-office — EVEN WITHOUT ANY PRIOR LONGIN REGISTRATION AND PROCEDURES — AND ALSO WITHOUT ANY CHARGE AT ALL!!

This was same at anywhere in the TOBB university, too, though I could not check the same in any other locations in Ankara nor Istanbul.

Dear Ali:

Pls let me know if this is same at any other locations around Turkey.

In other words, if this is the same at any other locations, Turkey has already been pushing the Internet connectivity one step ahead of anyone else -- see ATTACHMENT I
below.

This free Internet access was stark contrast to horrendous charge made at the Internet CafŽ in Russia (which I experienced during my trip to Siberia in the past September), as if they are the capitalistic country!!

(6) During our mtgs at the TOBB University, we discussed the following two joint projects;

(a) Global E-Learning:

Students of the TOBB university would receive courses from the Helsinki University of Technology — this is to take the advantage of same time zone for better student care as mentioned in the Item (1)-(c) above.

(b) Globally Collaborative Research and Development:

Under the tutelage of Prof. Tapio Varis, there would be a joint collaborative research on global e-learning between the TOBB University and the University of Tampere in Finland.

Dear Mr. Cakir:

(7) As discussed, should you be interested in including e-healthcare/telemedicine in your GUS/Turkey — particularly for remote/rural areas, pls reference to ANNEX 3 and 4 of the following;

(12/02/06) Report on Fact-Finding and Assessment Trip To Create Global University System/Siberia (formerly Altai Mir)
http://tinyurl.com/yxzsx9

ANNEX 3: Assessment on Community Health, Altai Republic
ANNEX 4: Telemedicine in the Russian Federation: Challenges, Assets and Opportunities

Manchester plans free city wi-fi
December 1, 2006

Manchester could become the biggest free wireless internet hotspot in Europe under plans unveiled by the city council.

The network, inspired by projects in San Francisco and Amsterdam, would cover 90% of Greater Manchester and reach up to 2.2 million people.

Councillors believe the initiative could make the city a leader in driving the UK into the digital age.

An open day inviting comments on the plans is being held on 15 December.

Interested businesses or individuals can contribute to the debate at the Town Hall event either openly or in confidence.

The initiative is part of Manchester's bid in the government's Digital Challenge Initiative, a competition that will select a region to qualify for up to Ł3m in funding.

Competition
spur

Although the proposals are not dependent on winning the competition, the prize would help offset the costs of the scheme.

The initiative is being led by the council's Digital Development Agency (DDA), which outlined plans for initial coverage of 100 square miles, rising to 400 square miles in the future.

Dave Carter, head of the DDA, said: "The government competition has spurred us into action on this and really made us think what an incredible effect on both the business and domestic lives of Mancunians such a network would have.

"It would help small businesses with web access and our citizens with access to information."

If the scheme moves forward, it would be the largest municipal wi-fi project envisaged for the UK.

Some private companies are already planning to create city-wide wi-fi networks in cities such as Manchester, Birmingham and London through the creation of hundreds of hotzones.

Norwich is already pioneering a free wi-fi project which covers three sectors of the UK city and
its centre.
