I hope that these can be excellent guidances for the vigorous activities of creating the Department of Community Development of the GUS/Altai Mir.

Dear Marina:

(8) Pls talk with Prof. Boyko, your supervisor at the Siberian Academy of the Public Administration (SAPA), if your non-profit organization, Siberian Educational-Consulting Center Connect,
can play a major role of organizing this working group for the creation of the Department of Community Development of the GUS/Altai Mir, including the issues of the conflict of interest between the both, with assistance of Carol Hiltner.  This is because the SAPA has agreed to play the secretariat of the GUS/Altai Mir with us, which will be the consortium of higher educational and healthcare institutions in Novosibirsk and Altai regions.

As mentioned in the Item (1)-(a) above, the consortium members of the GUS/Altai Mir (including the members of this department) is then to enjoy the benefits of utilizing broadband Internet through the GLORIAD.

Dear Carol:

(8) Pls summarize the above and revised your next-to-final report to the Eurasia Foundation.  Thanks.

Best, Tak

Re: Introduction

Tak,

HereÕs the statement about creativity:

There is nothing higher than creativeness, and there is no greater joy. Therefore – create and rejoice! Be daring in creative flight. ÒCreate courageously!Ó Let thought undistorted and unrestricted be impressed in your being. Let it be free from the shadow of the censorÕs scalpel. Be true to yourself because there is nothing higher than creativeness.
