(2) Yes, I am sure that your Canakkale Onsekiz Mart University can play a major role in your Canakkale region, particularly serving life-ling learners in rural/remote areas with wireless broadband Internet.

When Tapio Varis and I will be invited to TOBB Economic and Technology University in Ankara in late October by Mr. CakirÕs kind invitation (
ATTACHMENT II), let us have a good discussion how to structure dual system of your university together with TOBB for the GUS/Turkey.

Since your university is the only one which offers Japanese language teaching with fund from the Japanese government, this project may have a certain advantage of getting further fund from Japan — also, your university already has connections with three Japanese universities.

Tapio and Mr. Cakir may also be able to arrange some Finnish fund, too, to have some courses from Finland through TapioÕs University of Tampere and others in Helsinki, etc. -- since Finland and Turkey are in the same time zone, this has another advantage for instructor/learner interaction.

(3) It would be my great pleasure and honor if I (and my wife) can visit your university to attend
your international conference on ÒInformation, Society, Man and English/American LiteratureÓ at your university and some historical sites around your Canakkale region, after the conference at the TOBB University.

Dear Prof. Utsumi,

Thank you for all your efforts on our behalf. The GUS Turkey Planning group at Canakkale Onsekiz Mart University includes the rector, Prof. Dr. Ramazan Aydin; the Head of the International Relations office, Prof. Dr. Osman Dermican and the Dean of the Faculty of Sciences and Arts to mention a few. We've held several meetings and the proposal I put forward based on the literature and information you gave me has been circulated widely amongst the University administration and senate.
 
The feedback is positive and we were waiting to have a full council meeting in September when all those with offices relating to facilitating the GUS project are back from their annual holidays.
 
We see the development with Mr. Cakir and the TOBB Economic and Technology University, Ankara as a positive one with the possibility of working with them on the technology front.
 
We however wish to establish clearly that Canakkale Onsekiz Mart University has a provincial advantage and a consortium of local and international universities well positioned to carry the GUS Turkey Project into the remote and rural areas of Turkey.
 
I will seek to find out from our rector if any of the dates proposed by Mr. Cakir is suitable for him.
 
I'm glad to help present the laptop at the conference in Ankara provided as you've mentioned I'm able to receive the prototype in time to familiarise myself with it.
 
I'll also be delighted to accompany you to visit the Minister of Education for the purpose you've mentioned.
 
I'm in England till the end of August, but will continue to liaise with my rector and the GUS Turkey team at Canakkale Onsekiz Mart University.
 
I hope that we'll be able to form our GUS consortium in parallel to TOBB Economic and Technology University's because Turkey is a large geographical area and our university has the unique advantage of taking the GUS project from the provincial areas through the rural and remote areas back to the centre in Ankara. Working with TOBB Economic and Technology University will serve as an added advantage.
 
I hope my suggestion is agreeable to you and Mr. Cakir. Please let me know your thoughts on how we can create suitable dual structures allowing both Canakkale Onsekiz Mart University and her consortium of Universities to work with TOBB Economic and Technology University and its consortium of universities whist both universities work together as the twin engines of GUS Turkey.
 
I hope to bring you news from my rector very soon.

He may then attend the conference to present his talk about the laptop, and may have an exhibition booth.
