They are discussing the so-called triple-play (or convergence) of telephony, data via Internet (e.g., email, web, music, etc.), and now emerging video (e.g., TVs and movies) -- and very possibly even with wireless mobile units like cell phone, etc.

(5) When Mr. Yoshio Utsumi, Director General of ITU, your boss, was about to take over the job from Dr. Pekka Tarjanne (who is now one of our GUS Trustee members), I was at his office and told him that the pricing scheme should be per kilo-bytes, instead of per minutes, when the day of such convergence would come.  This is because the former makes telecom carriers multiple charge
thanks to the sharing feature of Internet, and hence unfair to users.

I was sorry to find in your web sites that no one talks about such issue yet.

It tells my saga of extending the predecessor of Internet to Japan and the de-regulation of the Japanese telecom policies for the use of email — Yoshio was a counterpart as being an officer of the Section on Data Telecommunication at the Japanese Ministry of Posts and Telecom (MPT) more than 3 decades ago.  Our effort on e-learning and e-healthcare/telemedicine is to have our colleagues in developing countries not directly confronting with telecom authorities to avoid such trouble I encountered with the MPT.

(9) When you will be in the US and also in NYC this summer, pls give me a call so that I would be happy to tell you the details of my saga for your reference.
