Referring to your msg of 3/23rd, pls let me know more about the socio-economic simulation model of Finland which is being used at the course for the Finnish Policy Makers.

I am very delighted because the use of such quantitative model for policy making is the one I have been advocating in the past three decades along with the GCEPG project — see the following how my idea started;

People at the Millennium Institute also indicated me that their institute would be willing to be the global center of our GCEPG project, as firstly organizing a planning workshop.

(6) However, according to Ms. Hudson of NSF, the Millennium Institute (a non-profit organization with the IRS 501 (c)(3) tax exempt status) is not eligible for the NSF fund for the workshop.

Subsequently, I am now in the process of locating an appropriate higher educational institution in the US from which our fund request for the workshop is to be submitted to the NSF.

(7) In contrast to other projects with GRID technology, our GCEPG is to devise asynchronous, interactive coordination of geographically dispersed, dissimilar simulation models of socio-economic-environmental system of participating countries, as taking into account of the following unavoidable  conditions;

(a) latency through narrow-band Internet,
(b) time differences among participating parties,
(c) head-scratching  time.

This also has to take into consideration of the use of narrow bandwidth in developing countries.

BTW, I firstly presented this GCEPG project at the International Conference on Computer Communications (ICCC) in Washington, DC, in October of 1972 — see also;

It is said that the NSF is now spending US$1 billion for the development of the GRID technology.

The goal of our project is to enhance education with the use of distributed computer simulation system around the world.

I am one of the Scientific Advisory Board members of the European Learning GRID Infrastructure (ELeGI) Project, which has already been funded by the European Commission with about USD 6 million.  The ELeGI hopes to make this GCEPG a powerful demonstration of their project, too.

(8) Incidentally, this project was the second contender to the Fifth Generation Computer Program of the Japanese government (USD 500 million for 10 years) about two decades ago.

I rekindled this in late 1990s and resulted to the Japanese government's pledge of US$15 billion during the Okinawa Summit in July of 2000 to close the digital divide in developing countries and for the eradication of poverty and isolation.  During the G8 Summit in Canada in June of 2002, and at the Environment Summit in South Africa in September of 2002, they also pledged another US$2 billion to aid education and healthcare in developing countries, respectively.  They are now available through the Japan Social Development Fund at the World Bank, Japan Special Fund at the Inter-American Development Bank, Japan Fund at the Asian Development Bank, etc.  The Japanese government is now doubling their aid particularly to African countries, especially to help their education and healthcare.

After solidifying our GCEPG project between the US and Europe, I plan to re-approach to the Japanese government.

BTW, this is in the book mentioned in the Item (2)-(b) above — Part I and II of this book also include outstanding papers on peace education.

Our GUS project is under the leadership of Prof. Tapio Varis who holds the UNESCO/UNITWIN Networking Program Chair in Global e-Learning with applications to multiple domains.  He is a world renowned scholar on peace and intercultural education.

BTW, the UNITWIN Program was initiated by Marco Antonio Dias, the V.P. of Administration of our GUS, while he was the director of Higher Education Division of the UNESCO.  Incidentally, Dr. Federico Mayor, former Director General of UNESCO, is a trustee member of our GUS, along with Dr. Pekka Tarjanne, former DG of International Telecommunication Union (ITU).

I am also in communication with Mr. Koichiro Matsuura, current DG of UNESCO — in Japanese.
