(1) Many thanks for your msg (ATTACHMENT I).
I am very delighted to know of your vigorous activities on ICT, especially in
secondary schools in Cambodia, with the second-hand laptops imported from
Japan.
(2) Yes, those youngsters in the ages between 18-22 are the future leaders of
your nation building — your previous msg told me that almost 75% of
intellectuals were murdered during the past domestic turmoil.
(3) I am also very happy that you are now on the teacher training on ICT,
rather than spending moneys on building the so-called brick-and-mortar type
school buildings.
(4) Yes, your next steps would be the content development, connections of those
teacher colleges and universities, hospitals, etc. through broadband Internet,
development of e-learning for life-long learners, etc., etc. -- there are many,
many things to do!!
(5) Anyway, I would like wholehearted congratulate your tremendously successful
initial steps on the use of ICT for e-learning.
As said to you before, we would be very happy if we can be of any help for you
to expand your project to the establishment of Cambodia Open University with
the use of high speed Internet of the "Greater Mekong Subregion
(GMS)" project <http://www.ieeaf.org/presentations/> which
was initiated by the Thai government with fund from the Asian Development Bank,
to link Thailand, Laos, Vietnam and Cambodia.

Dear Tak,
I have just realized
that the supply of second hand laptops in Japan is enormous.
Our project is currently
training 3000 pre-service teachers per year on the use of ICT in education,
most of whom are young girls and boys aged between 18-22. Instead of
building a conventional campus, we work directly with 25 teacher colleges in
the country. We have trained 400 lecturers in these collages already on
ICT use.
Now we want to move to
800 secondary schools, serving 500,000 students per year. I am confident
that laptops from Japan can meet this learning needs for our young people.
We have bought a van and
installed 10 laptops for mobile learning for out-of-school children and youth.
Our main limitation now
is the learning contents in Khmer, funds for the www.PC4PEACE.org <http://www.PC4PEACE.org>
to operate in Japan, shipping cost and electricity in rural
schools. Generators are used to power the laptops now.
