The US National Science Foundation (NSF) is now funding a project to extend
broadband Internet to Senegal, Ghana, Madagascar and Mozambique — in a
similar fashion as GLORAID, which my following list distribution mentioned about;

(8) How is your Cambodia Open University and GUS/Cambodia projects going?
Have you heard anything from the World Bank on these projects since your last
correspondences?
Pls look Slide #40 of the URL mentioned in the Item (7) above. It tells
that Thailand, your neighbor country, has already connected most of their
universities with 155 Mbps terrestrial broadband Internet.
Your proposed Cambodian Open University should emulate them — and also
like Hellenic Open University of Greece, which connectes 6 or 8 dispersed nodes
around Greece with the same 155 Mbps lines — see Part VII of the Section
4-b at the following web site;
