Siberian center for Eurasian projects and Planet 3000 team deeply supports your idea and project concerning Altai Republic and creating net of informational centers and developing distant education.

We have been conducting social, educational and cultural programs at Altai Republic and working with Altai people, Altai Government. We really know the need for such a systematic approach for bringing to life new high tech technologies and your ideas for Global Peace.

On behalf of the International Movement “Education for Life” and “Planet 3000” project coordinators I would like to thank you for your great work you are doing to promote Global peace on the planet.

You know that all the borders lay in consciousness of people. You well know that in order to create a world without borders we are to create conditions on the planet to awaken consciousness of people.

We are leaving for the 2^nd Planetary congress on biospheric rights tomorrow- at 17 of September and will send our proposals for creating a net of informational centers and systematic actions to put together programs for social creativity of children, youth and adults in different places.

We are deeply impressed by your desire to get all kinds of proposals focused on Global peace. I will speak at the congress in Brazil and will mention your initiative for GUS and GLOSAS/USA projects to connect everybody with everybody.

Meanwhile please have Talgat Akbashev’s presentation on “Earth is the planet for Education” and you will find results of our 10 years experience in my “Planet 3000” presentation I gave to you in Gorno-Altaysk.

We’ll send the Brazil report and our proposals as soon as we come back to Russia in October 2006.

The Ministry of Economic Development of the Republic of Altai thanks you and your colleagues Mrs. Linda Israel and Mrs. Carol Hiltner, initiators of the international project “Global University System/Altai Mir” for the opportunity to apply modern informational technologies in order to develop local government system, to rise level of life of the population and provide sustainable development of the Republic of Altai.

We suggest that one of the most important directions of the project should be “Diagnostics of realization of the Program of social and economic development of the Republic of Altai for 2006-2009”.

The Program is the unique and significant document that considers both federal standards requirements and specifics of our region.

Development of the Program corresponded to the following principles:

- providing realization of the prior strategic directions for the Republic of Altai and Russia (to realize the basic investment and infrastructure projects in transport, energetic, tourists complexes);

- application of program and purposeful method of economic policy realization at the local and regional level (correspondence of available potential and finance abilities to reach established goals);

- defining indexes and possibility of qualitative and quantitative estimation of money investment effectiveness;

- applying economic, mathematical and scientific methods.

We are requesting you to include the project “Diagnostics of realization of the Program of social and economic development of the Republic of Altai for 2006-2009” into realization of the international “GUS/Altai Mir” project.

Administration of “Chemalskiy rayon” municipality thanks you for the opportunity to participate in presentation of the international project “Global University System/Altai Mir” and expresses its interest in the project.

In view of geographical location and level of economic and social development information can become one of the crucial subjects defining long-term perspectives for our municipality.

Today Chemalskiy rayon and rural settlements have no access to modern communication systems, informational technologies, e-mails, distant education, multimedia, videoconferences, IP-telephony, telemedicine, etc. That is why electronic documents circulations between organizations are practically absent. Facsimile and State post service are used more often. We think that in modern practice it is necessary to set up communication that will allow to transmit data and to hold videoconferences.

Taking into account character and variety of municipalities’ development forms it is necessary to create a complex visual model of the territory, a universal informational environment and effective communication with management.

The Administration of municipality of “Chemalskiy rayon” studied the project “Global University System/Altai Mir” in details. The project makes it possible to join population, industry, science, education and administration into united correlated informational environment. The Administration of municipality of “Chemalskiy rayon” appreciates the project’s significance and necessity for the Republic of Altai and expresses a desire and readiness to participate in that project.

In the framework of realization of the republic program “Program for the public finances management system reforming in the Republic of Altai for 2006-2007” it is planned to set up a Multiservice net of the Republic that will allow to unite telecommunication and informational resources of state and local government into one environment, and also will increase level of technical equipping for developing telecommunications in the Republic of Altai. However today realization of the Program in Chemalskiy rayon has not been started yet. Moreover, this program does not touch educational system and healthcare.

Chemalskiy municipality has already fulfilled a series of preparing activities to develop modern communication and connection to a broadband Internet in particular.

We have already installed interschool local network, that includes 2 computer classes, physic laboratory, multimedia laboratory of Russian language and literature, library, common room of teachers of primary school, room of social educational specialist, psychologist’s room, reception room, director’s office.

We installed a transmitter-receiver. But the school doesn’t have am access to Internet.

It is really necessary to provide connection to Internet in order to use informational and educational Internet resources more effectively and to register informational needs of all users including school administration, teachers, librarians, pupils who participates in republic and federal net projects.

It also necessary to think how to solve problems with staff training and providing organizations with enough quantity of computer equipment.

Access to Internet will allow schools to communicate with each other, to get information, to prepare pupils for federal exams, to provide distant education.

Уважаемый Такеши Уцуми!

Администрация муниципального образования «Чемальский район» благодарит Вас за предоставленную возможность участвовать в мероприятиях по презентации международного проекта «Глобальная Университетская система/Алтай-Мир» и выражает заинтересованность в проекте.

В силу географического положения, уровня социально-экономического развития информационная отрасль может стать одной из ключевых, жизненно важных сфер, определяющих долгосрочные перспективы развития нашего района.

На сегодняшний день в Чемальском районе, а тем более в сельских поселениях нет доступа к современным средствам коммуникаций, информационным технологиям и их сетевым приложениям; электронной почты, дистанционного обучения, мультимедиа, видеоконференции, IP-телефонии, телемедицины и др. В связи с этим электронный документооборот между организациями практически отсутствует. Широко используется факсимильная связь и услуги Государственной почтовой службы. В современных условиях считаем необходимым создание связи, позволяющей реализовать услуги передачи данных, телефонии и видеоконференцсвязи.

Учитывая характер и многообразие форм развития сельских хозяйств, требуется создание комплексной визуально воспринимаемой модели управляемой территории, всеобъемлющей информационной среды и эффективного общения с нею работников сферы управления.

Подробно изучив проект «Глобальная университетская система «Алтай-мир», позволяющий связать широкие слои населения, промышленность, науку, образование и административные структуры в единую взаимообусловленную информационную среду, администрация муниципального образований «Чемальский район» высоко оценивает значимость и необходимость его реализации в Республике Алтай, в свою очередь изъявляем желание и готовность принять участие в данном проекте.

В рамках реализации республиканской целевой программы «Программа реформирования системы управления общественными финансами Республики Алтай на 2006-2007гг.», планируется создание Мультисервисной сети Республики Алтай, которая позволит объединить в единое пространство телекоммуникационные и информационные ресурсы объектов органов государственной власти и органов местного самоуправления, а также увеличит техническую оснащенность для развития телекоммуникационных технологий в Республике Алтай. Однако на данный момент реализация программы в Чемальском районе не начата. Кроме того, данная программа не затрагивает системы образования и здравоохранения.

Для развития современных средств коммуникации в частности широкого доступа к быстрому Интернету в МОУ «Чемальская СОШ» проведен ряд подготовительных мероприятий.

Смонтирована общешкольная локальная вычислительная сеть, в которую включены 2 кабинета информатики, кабинет физики, кабинет русского языка и литературы (мультимедийный кабинет), лаборантская кабинета информатики, библиотека, учительская начальных классов, кабинет социального педагога, кабинет психолога, приемная, кабинет директора.

Установлена приемно-передающая станция. Но выхода в Интернет в МОУ «Чемальская СОШ» не имеет.

Для эффективного использования информационно-образовательных ресурсов Интернет и учета информационных потребностей всех категорий потенциальных пользователей, включая административный состав, педагогических работников, библиотекарей, школьников, участвующих под руководством учителей-предметников и классных руководителей в республиканских и федеральных сетевых проектах крайне необходимо обеспечение выхода в Интернет.

При этом необходимо заранее продумать решение проблем связанных с подготовкой кадров и обеспечением учреждений достаточным количеством компьютерной техники.

Выход в Интернет предоставит школам взаимодействовать между собой, оперативно получать информацию, проводить подготовку обучающихся к ЕГЭ, НОУ, экзаменам, проводить дистанционное обучение.

2. Поддерживая идею проекта, «Глобальная университетская система Алтай мир», способствующего развитию информационного общества, сообщаем, что итоги последних лет убедительно свидетельствуют – Республика Алтай серьезно отстала от регионов России в области современных информационных технологий, а именно:

1. Не развита информационно-коммуникационная инфраструктура, как труднодоступных и удаленных населенных пунктов, так и республики в целом.

2. Нет информационно-справочных услуг для обслуживания населения, предприятий, организаций и правительственных учреждений, позволяющее решать такие социально-важные задачи, как развитие дистанционного образования, телемедицины, оптимизации государственного управления и предупреждения и ликвидации природных и техногенных катастроф.

Усилия должны быть направлены на преодоление существующих проблем в сферах связи, коммуникаций и информатики с целью создания единой информационно-коммуникационной сети Республики Алтай и информатизации деятельности органов государственного управления.

Исходя из вышесказанного, выражаем желание и готовность участвовать во всех предложенных рабочих группах, и надеется на дальнейшее плодотворное сотрудничество.

In view of geographical location and level of economic and social development information can become one of the crucial subjects defining long-term perspectives for our municipality.

Today Ust-Koksinskiy Rayon and rural settlements have no access to modern communication systems, informational technologies, e-mails, distant education, multimedia, videoconferences, IP-telephony, telemedicine, etc.

The Administration of municipality of “Ust-Koksinskiy Rayon” studied the project “Global University System/Altai Mir” in details. The project makes it possible to join population, industry, science, education and administration into united correlated informational environment. On the project “Global University System/ Altai Mir”

Ministry of Healthcare of the Republic of Altai supports development of telecommunication system (firstly for introduction of telemedicine) that will include all settlements of the Republic of Altai into the project “Global University System/Altai Mir”. The opportunity to rise population knowledge about healthy life-style, culture of health and possibility to provide distant education for medical specialists are also attractive sides of the project.

Today we introduce the program on providing tele-consulting and monitoring of pregnant women of risky child-bearing in our medical organizations. This program functions through Barnaul Center of Telemedicine Service using Internet. However Internet is bad because of bad communications in the Republic.

О проекте «Глобальная университетская система Алтай мир»

Министерство здравоохранения Республики Алтай поддерживает развитие на территории Республики Алтай телекоммуникационной системы с охватом всех населенных пунктов по проекту «Глобальная университетская система Алтай мир», в первую очередь для внедрения телемедицины. Привлекательным в данном проекте является также возможность повышения уровня знаний населения по вопросам здорового образа жизни, культуры здоровья, и возможность дистанционного обучения специалистов лечебно-профилактических учреждений.

В настоящее время в учреждениях здравоохранения республики внедряется программа по телеконсультациям и мониторингу беременных женщин групп высокого риска по патологии плода. Эта программа функционирует через Барнаульский центр телемедицинского сервиса с использованием Интернет. Однако, в связи с тем, что в районах республики плохое качество связи, Интернет работает плохо.

Today Gorno-Altaiskiy State University is a dynamically developing university of the Republic of Altai that plays increasingly active role in regional, federal and international educational environment. It cooperates with many Universities and scientific organizations of Russia, Europe, Asia and America.

The GASU holds researches on different areas: development of highly secured natural territories of the Republic of Altai system (we composed a map of highly secured natural territories of the Republic of Altai, hold researches on further extension of highly secured natural territories through creation of trans-boundary biosphere reserves); study of archeological complexes of Gorni Altai; biological variety mapping, GIS-technologies (we composed maps illustrating 90 species of mammals of Gorni Altai; using GIS-technologies we calculated landscape areas and schemed specific maps of all mammals density); complex social and ecological monitoring of seismic processes in Gorni Altai (complex research of dangerous processes using geographical, geological, landscape-climatic, geochemical methods; composing maps of natural violations; research of changes in chemical composition of groundwater and superficial waters, groundwater level; researches of consequences of dangerous processes for population health; monitoring researches on present network observing activating geological processes); researches of ethno-social history processes and modern problems of Gorni Altai people, etc.

Staff of the GASU are authors and participants of the republic program “Development of united educational informational environment of the Republic of Altai for 2002-2005”, participate in realization of the republic program “Electronic Altai”. The GASU provides considerable training and retraining courses for population of the Republic of Altai and neighboring regions of Altaiskiy Kray.

Along with this the GASU experiences considerable difficulties with full access to informational scientific and educational network (RUNNET, RBNET, etc.). This is connected with low level of modern telecommunications development in the Republic and absence connection hubs (with land-based optical fiber) to leading telecommunication companies (Transtelecom, Rostelecom) in Gorno-Altaisk. Today the GASU connected to RUNNET network through the Altaic Sate University (Barnaul) by unstable narrow (33 Kb/s) analogous dedicated channel.

Among the most urgent tasks for the University development that require access to broadband Internet through scientific and educational nets (RUNNET, RBNET, GLORIAD) there are the following:

1. Full access to Internet (e-mail, web-resources, network databases, e-libraries) for students, professors and research officers of the GASU

2. Posting in Internet the unique scientific and educational resources of the University (web-sites, e-libraries, scientific data-bases)

3. Providing the Internet system of distant education for population of the Republic of Altai

4. Necessity to connect to the Internet seismic station “Gorno-Altaisk” installed in the GASU together with Geophysics service of the Siberian Branch of Russian Academy of Sciences. The seismic station was created in May 2006 to provide monitoring of seismic processes on the territory of Northern Altai and to transmit data to proceed them through Internet in Geographical service of Siberian Branch of Russian Academy of Sciences.

The GASU supports realization of the project “Global University System/Altai Mir” and is ready to participate in its realization in the Republic of Altai.
