The Partnership for Reform in Ukraine program is a three-year, USAID-funded initiative to strengthen the effectiveness and sustainability of public policy institutes, or think tanks, in Ukraine. The PRU program provides financial training (in Ukraine and the U.S.), networking, and on-site technical support to think tanks and public affairs NGOs that are active in the research, development, advocacy, and implementation of initiatives that promote democracy and economic reform. The program places particular emphasis on improving the capacity of think tanks to inform public opinion and influence public policy.
To achieve its goal, PRU awards project grants to Ukrainian think tanks. In addition, the PRU program conducts training and networking programs in the U.S. and CEE countries through exchanges, internships, and study tours for the managers and researchers of Ukrainian policy institutes. It makes a special effort to link Ukrainian think tanks with counterpart organizations throughout CEE, especially Poland, and the U.S.
Freedom House also implemented a program entitled Habits of the Heart from 1995-1998, providing support to indigenous public policy research institutions in Ukraine in the form of technical assistance, support for infrastructure and publications, and strategies for outreach to the media and government.
