National Projects on Trafficking in Women

Offered by the Network Women's Program of the Open Society Institute/Soros Foundation with Cooperation from Participating National Foundations of the Open Society Institute/Soros Foundation, the Global Survival Network and the Witness project of the Lawyers Committee for Human Rights.

Introduction

This grants program will support national projects to address the problem of trafficking in women. Trafficking is a global human rights issue that requires a comprehensive response from non-governmental and governmental organizations around the world. The role of NGOs in combating trafficking is diverse and may include programs that: educate the public about the risks of trafficking, use media and public outreach campaigns to lobby for legislative to ensure human rights, provide psychological, medical and legal assistance to female victims of violence, and work to improve the economic and social status of women living in transitional economies.

The Aim of the Grant Program

As a follow-up to the Network-wide Transnational Training Seminar on Trafficking held in Budapest in June of 1998, the Network Women's Program (NWP) is offering a small grants program in cooperation with participating National Foundations (NF), the Global Survival Network (GSN) and the Witness project of the Lawyers Committee for Human Rights. The grants program will support initiatives to promote awareness of trafficking, provide support to victims and potential victims, and advocate for legislative reform.

There are two grant programs available with a maximum grant amount of $5,000. The programs, which will be funded with matching funds from the NWP and the NFs, are as follows:

GRANT PROGRAM # 1
*Programmatic Grant*

Grants will be given to support the creation or development of national initiatives relating to trafficking, including activities such as promoting education and awareness, providing trafficking victims or potential victims, and advocating for national legal and economic reform. Funds in this category can be used to support both the NGO's operational and programmatic expenses.

GRANT PROGRAM # 2
*Translation & Distribution Grant Program*

Grants will be given to cover the costs of translation and distribution of written and/or video materials distributed at the Transnational Training Seminar in Budapest, or other materials developed or suggested by the proposed grantee.

Applicant Eligibility

Only NGOs that are located in the countries of the OSI Network where National Foundations are participating in the National Projects on Trafficking in Women Small Grants Program are eligible to apply. Participating National Foundations include: Albania, Armenia, Bosnia and Hercegovina, Bulgaria, Macedonia, Poland, Romania, Russia, Slovak Republic, and Ukraine.

Preference will be given to NGOs that have completed the Transnational Training Seminar in Budapest (June 20-24, 1998).

Applications from individuals will not be considered.

Applicants may apply for funding under more than one National Projects on Trafficking in Women grant program.

**Application guidelines**

All grant applicants must complete the attached National Projects on Trafficking in Women Application Form (see Application form at the end of this document) which requires the following information:

  1. Full contact information for the applicant group, program or department;
  2. The names, full address and telephone/fax numbers of two references who can evaluate and comment on the group's work and the proposed activities;
  3. The total budget of the organization for 1997-1998, and a complete list of sources of funding for 1997 and 1998.

Organizations applying for GRANT PROGRAM # 1 (to cover operational and programmatic expenses in support of their anti-trafficking initiatives for up to one year) must submit the following information in addition to a completed Application Form:

  1. a proposal describing the objectives of the proposed project and expected outcomes;
  2. a summary of the past and present activities of the group, program or department;
  3. a detailed budget and narrative that clearly explains individual line items ($5,000 maximum).

Organizations applying for GRANT PROGRAM #2 to translate and/or distribute educational materials on trafficking must submit the following information in addition to a completed Application Form:

  1. a brief summary of the materials they wish to translate, the rationale for selecting the materials they did, and a description of how they plan to use and distribute the materials (highlighting the NGO's media strategy and public outreach work)
  2. a sample of two pages of the materials they propose to publish
  3. if the NGO applying for the grant has any experience in a translation project, please submit a sample of the translated work
  4. a proposed budget including costs such as translation, duplication and distribution

Applications should be sent in English or Rusian to all three of the following entities: (1) the participating National Soros Foundation; (2) the NWP in Budapest; and (3) the Global Survival Network.

**Deadlines & Timetables**
September 1, 1998: Grant applications due to NFs, NWP and GSN
October 15, 1998: Grant award notification sent by NWP
November 2, 1998: Funds disbursed by National Foundations

**Conditions of Application**

It is the responsibility of the applicant to ensure that applications are received by the due date. Applications not received by the application deadline will not be considered.

**Grant Reports**
All grant recipients will be required to submit an original copy of a report about the progress of their initiative to the NF, with copies to GSN and NWP, by April 1, 1999.
